Indianapolis' Café Encroachment License instructions call for an overall site plan and a detailed furniture plan. The detailed drawing includes heights, materials and colors as well as the position of furnishings, railings and equipment. The instructions also require Indianapolis Cultural Trail approval for a proposed café near the trail.
Identify the trail and public fixtures on the overall drawing before arranging tables. Use the detailed drawing to show occupied chairs, umbrella bases and the outer edge of the café. Send the same product schedule to each reviewer so an approved image and an approved plan describe the same arrangement.
If the preferred pieces are not final, submit clearly defined alternatives with their actual dimensions. A vague allowance for 'similar chairs' can conceal a change to the path or a barrier opening. Hold the affected product decision until the relevant approval is clear.
Key each quoted model to both drawings: show its position in the overall site plan and its footprint, height, material and color in the detailed furniture plan. Keep a separate list of options the reviewer has not accepted. When a supplier proposes a substitute, compare those fields before authorizing it; keeping the seat count unchanged does not demonstrate that the trail-side arrangement is unchanged.

Check existing approvals against the replacement furniture
The café instructions address Regional Center and historic review and describe circumstances in which an existing approval may accompany an unchanged setup. For a refresh, compare the old approved inventory with the proposed one. Record changes to furniture dimensions, colors, materials, barrier positions and the café boundary. Ask the responsible office which changes need a fresh review instead of assuming that keeping the restaurant name or seat count preserves the earlier approval.
Retain a copy of the accepted schedule for future replacements. It can help the operator choose a compatible piece without rebuilding the decision from an old photograph.

Separate the encroachment license from permission to install
The general encroachment instructions describe recording and release of the approved license and identify a right-of-way permit where applicable to the installation work. Confirm the current steps with Business and Neighborhood Services for the actual project.
List the work beyond placing loose furniture: drilling, attaching rails, installing shade supports or occupying the sidewalk with materials. Ask who holds the needed permission and when that work can begin. Tie custom fabrication and delivery to the accepted details so the installer is not forced to improvise attachments at the curb.
Make the receiving sheet distinguish loose furniture from rails, shade supports and other work requiring installation review. For each dependent item, record the accepted drawing revision, the permission the installer will use and the person confirming readiness. Have Business and Neighborhood Services confirm the recording and release steps applicable to this cafe, since the general encroachment instructions and cafe packet describe different administrative sequences. Set the release decision against those confirmations when the item depends on fixed work.
